Legislation to halt the 10% Medi-Cal provider rate cut was introduced 2/19/2014 by Assembly Budget Committee Chair Nancy Skinner (D-Berkeley) and Assembly Health Committee Chair Richard Pan, MD (D-Sacramento). An urgency bill, it would direct DHCS Director Toby Douglas to “promptly seek all necessary federal approvals to implement” its provisions. AB 1805 applies to all provider categories whose rates were reduced by 10% effective June 1, 2011. It is expected the bill will be folded into the state budget and would take effect, if approved, on July 1st. Introduction of a separate rate bill will enable patient and provider advocates to rally support for rate relief to counter expected opposition from the Brown Administration. Restoring rates to pre-10% cut levels is seen in the Capitol as an uphill climb, but essential to safeguarding patient access.
